The Difference...
Residents were ghouls created by Lord Necrow right after creating Death Valley as a means of entertainment because he was bored and occasionally as snacks because he was hungry.
Residents are the most abundant presence in Death Valley but they are the least diverse, with only three differing types. They also make up the majority of the Death Valley work-force in all the major or important positions such as police officers, doctors, construction workers, politicians and so on.
Citizens of death Valley are ghouls that have died in their respective dimensions and were sent to Death Valley as an alternative to the other afterlife dimensions such as Hell and Heaven.
Citizens who are sent to Death Valley died in a way that was too unique, weird or abnormal to simply send to Heaven or Hell, especially for beings who died in dimensions where the concept of heaven or hell does not exist, which is the majority. So basically, those who don't believe in Heaven or Hell get sent to the alternative afterlife of Death Valley.
Citizens are way more diverse than Residents, with numerous sub types and variants, however, they have limited access to "death magic" or other dimensional abilities. Unless it is part of their afterlife sentence, Citizens aren't typically employed in the major workforce positions like Residents, instead they cater to whatever position or activity their afterlife sentence describes which could be anything from running a restaurant, an office worker, a captain, to hanging from a tree in the woods. They can also be any one of the three original types of ghouls but usually as a combination type.
Each of their variants and subtypes usually give them specific abilities, natural curses or gifts, or determines what their afterlife sentence will be.
Ghoulies are generic and usually naked ghouls (unless working which they will be in uniform or work clothes) that were the first type of ghoul to be created in Death Valley. The sole purpose for their creation was so Necrow could have something to snack on while he watched TV. Of course, after citizens started to show up, he decided to employ the ghoulies as workers in the city of Necropolis, granting them exclusive death magic to help keep the citizens in line.
These ghouls are easily angered and annoyed, often the subject of road rage and manslaughter over seemingly petty situations and happenings. Aside from that, Ghoulies typically go about their lives normally and don't mess with citizens or others unless citizens mess with them first. That being said, they rarely ever fight each other as they all are aware of their inherit boundaries as Ghoulies.
Ghoulies

Skeletal Ghouls were created by Necrow for entertainment because he thinks skeletons are hilarious for some reason. To him, they're like clowns, anything they do, especially dumb things, can have Necrow heaving with laughter.
After the Citizens started to appear in Death Valley, Skeletal Ghouls were sent to Necropolis City to work the boring jobs such as office work and other jobs that requires sitting or standing around and doing mostly nothing for long periods of time. This is because skeletal ghouls, especially residents, don't have a sense of boredom and their patience can be eternal.
These ghouls are eerily passive and rarely get violent or even angry. They are so passive that it gets annoying. Some think it's just darn right creepy. If you try to piss off or annoy or provoke a skeletal ghoul, you'll be there forever, literally, because as mentioned, their patience is eternal and that includes with other ghouls.
Skeletal Ghoul

Ghosts were the third type of resident ghoul to be created by Necrow. The reason he created them is unclear, but it is speculated that it was an accident with some suggesting that the first ghost ghoul manifested from a fart that Necrow ripped. The ones who agree with this origin still say that Ghost Ghouls are fragments of Necrow's farts and gas.
Ghost Ghouls are mischievous by nature and enjoy haunting other ghouls, especially citizens, for fun. This nature makes them extremely annoying to citizens and even some residents alike.
These ghouls could be found in any job or position in Necropolis, but they tend to be found in law enforcement if they do have a job, mainly because of their abilities such as walking through walls and being impervious to physical attacks and gunfire. They are also the most scarce type of resident, with their sightings being relatively rare compared to the two other types.
